Electronic Government Procurement (eGP)

The Electronic Government Procurement (eGP) system is a transformative, web-based platform designed to digitize and streamline the procurement and disposal processes across Uganda’s Ministries, Departments, and Agencies (MDAs). By leveraging Information and Communication Technology (ICT), eGP enhances efficiency, transparency, and accountability in public procurement, aligning with the Government of Uganda’s commitment to modernizing governance and fostering sustainable economic development


Launched as a flagship initiative under the Public Procurement and Disposal of Public Assets Authority (PPDA) in collaboration with the Ministry of Finance, Planning and Economic Development (MoFPED) and the National Information Technology Authority of Uganda (NITA-U), eGP automates the end-to-end procurement lifecycle. From procurement planning and supplier registration to bidding, contract management, and payment processing, the system standardizes electronic transactions, ensuring seamless Government-to-Business (G2B) interactions.

As of April 2025, eGP has been successfully deployed in 25 institutions and is progressively rolling out to all government entities, with a target to cover 420 entities by the end of the 2024/2025 fiscal year. The system is funded under the Regional Communication Infrastructure Program (RCIP) of the World Bank, with technical support from NITA-U and other partners.

  • Data Security: Incorporates encryption and state-of-the-art security controls, hosted at the Government National Data Center, to protect sensitive information.

  • Real-Time Access: Offers stakeholders access to procurement plans, tender notices, and contract awards anytime, anywhere.

  • Integration with Government Systems: Verifies supplier details with agencies like the Uganda Revenue Authority (URA) and Uganda Registration Services Bureau (URSB) for authenticity.

    Recent Developments

Since its pilot launch in July 2021 across 11 entities, eGP has expanded significantly. Recent milestones include:
Increased Adoption: 36 entities are currently enrolled, with ongoing training and sensitization programs to ensure user readiness.

  • Policy Enhancements: The PPDA Regulations 2023 and Guidelines 2024 have strengthened the legal framework for eGP, mandating its use across government institutions.

  • Regional Awareness Campaigns: Nationwide initiatives, including radio programs and stakeholder workshops, are driving awareness and encouraging supplier registration.

  • Sustainability Focus: The system promotes sustainable procurement practices, empowering local contractors and prioritizing socio-economic growth.

Challenges and Solutions

While eGP has made significant strides, challenges such as inadequate IT infrastructure, resistance to change, and limited internet connectivity in some regions persist. To address these:

  • NITA-U is expanding high-speed internet access to underserved areas.

  • Comprehensive training programs are equipping public officers and suppliers with the skills to navigate the platform.

  • Legal reforms and stakeholder engagement are fostering a culture of digital adoption.

Future Outlook

The Government of Uganda aims to fully digitize public procurement by 2027, making eGP the cornerstone of transparent and efficient governance. By learning from regional success stories like Kenya and Rwanda, and collaborating with international partners, Uganda is positioning itself as a leader in e-procurement innovation.
